Costa Rica is not a nato member, Obama doesn't have e plans to go to el salvador and Trump has said nothing about any of it.

engaging in political campaigning, not people who are private citizens but used to be government employees. Obama is not a government employee. They are probably thinking of the Logan Act, which relates to private citizens engaging in foreign policy. But if the source can't distinguish between the Hatch Act and the Logan Act, maybe we shouldn't take it seriously.
