Because he has been open that his goal is to eliminate all 2 million Gazans (I expect they'll get to the West Bank directly afterward). The forced starvation is obviously part of that, but so are the plans for the death camp in Rafah. Eud Olmert has called it a "concentration camp" designed for "ethnic cleansing." Defense Minister Katz has said that he plans to force 600,000 Gazans into the camp, which will then be expanded to hold all 2 million. He says they won't be allowed to leave unless they exit Palestine. That is the official policy of the state of Israel. While they may indeed be "crazy," they fully intend to clear Gaza and take the land and have said as much openly.
