A few thousand troops in massive cities is not enough for control. He will do what he did in DC and LA- put them in highly public touristy areas.

The madman is costing them by snatching their workers who are also in the National Guard for his bogus 'war on crime' where there is little crime and local law enforcement is better suited for the job?
