It finally dawned on me this morning. Vance is "Francis" from Pee Wee's Big Adventure.
VANCE (to Zelensky): What's WRONG? Why aren't you wearing a SUIT? Do you not OWN a suit? Is it that you are UNGRATEFUL for all that we have DONE for you? There MUST be a REASON why you CHOOSE to disrespect us by NOT WEARING A SUIT, Pee Wee!
