Either this means they've decided not to, for some reason, or someone else (Stephen Miller? the sentences are complete and grammatical, and the punctuation is occasionally excessive but not completely wrong. The content is pretty dumb and inaccurate, but it's coherent and not ranting. And where's "Thank you for your attention to this matter"? Whoever wrote this isn't functionally illiterate and/or dyslexic, so it can't have been Trump.
