2. That meme omits per-capita *exports* - why?

Overall trade balance compares total imports with total exports. If you want to look at it from a "per-capita" basis, fine, but include both imports and exports. Including only one of the two, when contrasting it with overall trade balance, is omitting relevant facts.

Also, as Bernardo de La Paz pointed out, when comparing trade balances, it's important to be clear whether you're you're talking about goods, services, or goods + services.
