Here's the short version.
Areas of DC have experienced bands of teenagers doing bad stuff -- invading convencience stores and shoplifting, hassling people on Metro; some involved gunfire.
Couple of weeks ago a band of teenagers barged into a convenience store, smashed up a lot of the store, shoplifted thousands of $$ of merchandise, and were out of the store in minutes. Owners called the cops, too late.
So -- owner called the White House and asked for federal police or National Guard. The White House sent A VIDEO CREW who made a video of her and the store which they then posted on social media as proof positive that crime was rampant in DC. Federal police and Guard have yet to appear -- they are too busy strolling around the National Mall.
