The size and synchronization of it makes a handful of “accidental cross-border navigational errors" less than plausible. My knee-jerk guess is Moscow is testing NATO’s immediate state of readiness and rules-of-engagement, with another possibility being to force NATO to divert air-defence assets and/or create confusion/hesitation (but the risk/benefit seems so out of whack as to almost dismiss it immediately). Also maybe to simply increase the "normalization" of these incidents to create more cover in the futture.
