So they need to make a deal ASAP if they want to prevent travel chaos.

The first thing that has to be done is for Johnson to call the full Congress back into session. Everything else has to follow.

There won’t even be a bill to vote on in the Senate if the House doesn’t open back up and pass a new one after that date.
