Doesn't matter if you already have a job or what that job is, you (or an immediate family member) can be sentenced to work off your debts via a collections agency connected to various prison labor provision companies.
Just like the way it was back in the "good old days"...

I mean the number of people/businesses who have managed to bankrupt a casino must be pretty small. Usually, if they are not doing well, but they have a decent location, a competent business would buy them out and rebrand.

It takes a special kind of stupid to bankrupt multiple casinos. And it takes piles of corruption for banks to give that individual or business more bad money.
