It does not vary. The Town of Castle Rock v. Gonzales strengthened a finding from Deshaney v. Winnebago County

Department of Social Services that the state does not have a duty to protect against harms it did not create. Cops do not have to protect you.

squad cars and then fight legal battles to make it foundational that they have no duty to protect and serve.
