Doesn't mean it definitely won't happen. But it's like those NYT stories that Harvard is considering caving (they haven't). The anonymous source was trying to manifest it.

What are Democrats [allegedly] doing?
Where did you hear about it? What sources are cited in where you heard about it?
What are the specific actions that indicate throwing in the towel?

The only way Republicans win is if they nuke the filibuster. Maybe they have enough votes to do it?

And there are real consequences of the shutdown. It's a much tougher decision either way for people who want a functional government and are responsible for it than those of us who aren't making any sacrifices for the shutdown. How long are you willing to let government employees not get paid to hold out for your preferred position? What if Republicans hold out until after the ACA open enrollment ends and the current rates are locked in?
