Blackmail depends on secrecy. When that is gone, his blackmail empire falls apart.
No more gigantic money flow from blackmail victims.
No more control over blackmail victims (who may be kings, heads of state, S****** Court Justices, and countless benefactors and heads of giant businesses.
And those people will also fall.
Done. All of it gone. Whatever he hasn't already stashed in Argentina or Saudi.

Trump can't run again, so he doesn't give a flying fuck about any harm the shutdown might cause to the GOP.
The Epstein files, on the other hand, could send his saggy, cellulite-ridden ass to prison.
