What's that, Director of National Intelligence? Oh, that was what you said in 2019. Still, "every time", and it's still the same government.

half the time, his own administration doesn't know what he's going to do next. Or the American people. It's a euphemism to call it "unitary theory" of the presidency, looks too similar to authoritarian.
