He's got a kind of intelligence about him, but his interests seem to be pretty narrow, so he's sort of like an idiot savant. But I think he was careless about this issue. I think he thought it would all get swept under the rug like the Mueller Report got squashed in his first term. He probably also underestimated how much people care about this issue. So while I think he's definitely suffering from mental decline, I just don't think it's stupidity.
