If you look at how the religious Iranian regime is able to keep cracking down on their educated classes, it's because they've cynically played two types within their populations - the undereducated rural communities who grew up depending on their mullahs to run their communities - keeping the peace between rural family groups that historically set themselves up along a patriarchal/tribal structure, and authoritarian drone types who are co-dependant on a hierarchy to order their lives for them (you know - the types that join police forces because they're not independent enough to do anything else that requires initiative, but still desire respect for their work...).
And then, there's those wealthy "big fish in little ponds" who cynically profit by preying on the less fortunate or gullible.

Representative governments such as Democracy, even if not totally practiced in equality is anathema to those types of populations.
