How is this not like the Russian army's corruption causing a dysfunctional military? The drunk spent all the money on lobsters and steaks for himself and the upper ranks. So now they can't feed the troops?

1. They've got plenty of money. It is an issue of planning and/or adapting to an impulsive Dotard.

There was what we may as well assume was crew subversion. The laundry area caught fire on an aircraft carrier that had been at sea for two long.
