If true, I have serious concerns about this being a war crime.

Under the laws of armed conflict:

Proportionality: the military advantage has to outweigh the anticipated civilian harm.

If they did drop these bombs they are responsible for the crimes against the people. They were duty bound to refuse an illegal mission.
