Locals who see what exactly? What pegs these guys as ICE rather than just a couple of non-local guys buying coffee? I'm not being argumentative, I'm genuinely curious.

...and I'm still not seeing what identities these two men as ICE agents. Also, it's Twitter (or X, or whatver) and I tend to question most things that I see there.

OK, that might explain it but when it comes to social media where people post stuff for "likes" I don't necessarily take a video at face value and whoever posted this one could have provided more context.

In my opinion it's not all there. This could still very well be something that was staged during a slow period at this Starbucks. I'm still questioning it. It's TWITTER.

Basing a final decision on a single parameter and forgoing further information while isolating that single parameter as an ultimate decision maker is something that I will probably never agree with.
