The cabinet also approved five principles for ending the war, including the disarming of Hamas; the return of all 50 hostages, 20 of whom are believed to be alive; the demilitarization of Gaza; Israeli security control over the enclave; and the establishment of an alternative civilian administration there that involves neither Hamas nor the Palestinian Authority, the rival Western-backed body that exercises limited control in parts of the occupied West Bank.

The coastal strip stretching from Gaza City in the north to Khan Younis in the south is the main area outside Israeli control. Many of the two million Palestinians in Gaza, including those displaced from their homes, have squeezed into tents, makeshift shelters and apartments in those areas.
Mr. Netanyahu said on Thursday that Israel planned to take control of all of Gaza, bucking the advice of the Israeli military and warnings that expanding operations could endanger the hostages being held there and kill more Palestinian civilians..."

A decisive majority of Security Cabinet ministers believed that the alternative plan that had been submitted to the Security Cabinet would neither achieve the defeat of Hamas nor the return of the hostages, Netanyahus office added without elaborating on what the alternative plan was.
But the militarys senior leadership, including chief of staff Eyal Zamir, opposed conquering and reoccupying Gaza, according to two former Israeli officials and a person familiar with the prime ministers decisions. That person spoke on the condition of anonymity because they were not authorized to speak with the media.
Zamir and his commanders were expected to have also laid out plans that included striking and besieging but not entering Gaza City, as well as the central areas refugee camps, to pressure Hamas. In a statement Thursday, Zamir, who has clashed with Netanyahu this week, said that the military had already met and even exceeded the operations objectives in Gaza....

Chuck Freilich, a former deputy national security adviser, said Netanyahu and the Israeli army understand the price of occupation of Gaza, which Israel practiced from 1967 to 2005, the year before Hamas won legislative elections in the territory. He said that period had cost Israel in soldiers lives, billions of dollars and social divisions that still resonate in the heated public discourse...."

But criticism had also notably come from the highest levels of Israels own military the same military that is expected to carry out the cabinet directive.
Earlier this week, the militarys chief of staff, Lt. Gen. Eyal Zamir, objected to expanding the war in Gaza, according to four Israeli security officials who spoke on the condition of anonymity to discuss sensitive issues. General Zamir raised questions about the exhaustion and fitness of reservists after a grinding, nearly two-year war in the enclave.
The Israeli military leadership has said that it prefers a new cease-fire instead of renewed fighting, according to three of the officials. Now one of the last commanders of Israeli forces in Gaza before Israel withdrew troops from the territory in 2005 is throwing cold water on the plan to widen operations in Gaza..."
