Gavin Newsom urges Trump to abandon Texas redistricting effort in letter

Texas Democrats once again stymied a Republican effort to redraw the state’s congressional maps at the behest of Donald Trump and Gavin Newsom, the California governor, urged the president to stand down and defuse the redistricting arms race that has spread across the country.

Enough Texas Democrats remained outside of the state on Monday to deny the Republican-led state legislature the quorum necessary to proceed with Trump’s desired congressional map. Dozens of Democratic state lawmakers left the state on Sunday, taking refuge in blue states such as Illinois and New York. They have spent the last week working to raise awareness and rally support for their efforts to block the Republican redistricting plan.

The standoff has widened the redistricting wars, with Newsom and other Democratic state leaders threatening to draw retaliatory maps if Texas moves ahead with its redistricting scheme.

In a letter to Trump on Monday, Newsom said the president was “playing with fire” and warned that California was prepared to consider new boundaries to “neutralize” any gains Republicans hope to achieve in Texas. “This attempt to rig congressional maps to hold onto power before a single vote is cast in the 2026 election is an affront to American democracy,” Newsom wrote.

.@realDonaldTrump, if you will not stand down, California will be forced to lead an effort to redraw our maps to offset the rigging of maps in red states.

If the other states call off their redistricting efforts, we will do the same. And American democracy will be better for it.

Texas will be over one way or the other long before California can do anything.

The game is all about getting them to back down… and probably in the next couple weeks. The only actual moves he could make before then likely make it less likely that he’ll succeed.

I.e., they have steps to go through, so right now, they plan to prepare for a November ballot question to have voters authorize it (where in that state, there's probably a good chance the measure passes), and if approved, they will go through the next step of drafting/passing legislation that would probably include a "trigger" mechanism to initiate the redistricting. I expect maps would already be drawn up by that point.

There will of course also be legal challenges (as I expect would happen in TX too).

November is well beyond whatever timeline Texas will end up on. The only "move" they could make before then is to pass something showing what the new lines will be... but doing so makes it less likely that the measure will pass.

As for the likelihood of support in a special election in November? That was my initial assumption as well - but then I remembered how California got the existing constitutional process in the first place. Democrats were trying to remove the commission for it's then-current control of state legislative lines while the alternative proposal was to extend the commisssion's mandate to congressional lines as well. The (overwhelmingly blue) state legislature opposed it - as did the entire democratic side of the congressional delegation (including Pelosi)...

...yet we lost by over 20 points.

The CA state Legislature will be drafting language in a bill (or bills) to do it, including holding a referendum and also considering having the process occur as a "trigger" if TX goes ahead and does it.

They are supposed to come back in session during their recess on Aug. 18th to get the initiative on the November ballot as the first step.

“We have ’til Aug. 22nd. With the leadership behind me, they will get this on the ballot,” the governor said.


I was initially under the impression that there was no way to get a special election in by November because state law required the governor to schedule them at least a certain number of days after the declaration... but of course the legislature can just change that law.

So I'm left wondering what drives the date of the 22nd... because it seems to have influenced TX democrats returning

where the former might require candidates to gather nominating petitions within a certain time so more time is needed in advance (notably to validate the petitions), whereas a referendum is something that is coming directly out of the state legislature and they will probably want to put it on a November general election ballot.
