Given the population of the area - and the Supremes telling the administration that they could pick up people based on appearance - limiting ICE to outside the stadium won't work. It will be too easy to pick on people working at the concession stands on their way to work or in the parking areas or even waiting for the light rail outside the stadium because they look "suspicious".

Yes, ICE might be able to make trouble for some people entering, but I don't know they could cover all entrances that employees can use plus there might be protests that tie them up.
