Could these "military assets" be private contractors running drones off of U.S. ships to provide deniabilty on the military's behalf?
If our military (Navy) isn't directly launching the drones but only providing support. Then, there would be no illegal order to ignore.
A private contractor would be hired by the Admin. and therefore would, by extension, be given Presedential immunity.
