Revealed: Mandelson failed vetting but Foreign Office overruled decision

Peter Mandelson failed his security vetting clearance but the decision was overruled by the Foreign Office to ensure he could take up his post as ambassador to the US, an investigation by the Guardian can reveal.

According to multiple sources, Mandelson was initially denied clearance in late January 2025 after a developed vetting process, a highly confidential background check by security officials.

Keir Starmer had by then announced he would be making Mandelson the UK’s chief diplomat in Washington, posing a dilemma for officials at the Foreign Office, who decided to use a rarely used authority to override the recommendation from security officials.

Mandelson’s failure to secure vetting approval has not previously been publicly revealed, despite intense scrutiny over his appointment and the release by the government of 147 pages of documents supposed to shed light on the case.

Starmer did not know Mandelson failed vetting, government says

The prime minister did not know Lord Mandelson failed security vetting for the role of US ambassador until earlier this week, the government has said.

A spokesperson said the decision to go against the recommendation of the vetting agency and allow him to take up the role was taken by officials in the Foreign Office.

Sir Keir Starmer has faced calls to resign over allegations he misled Parliament and MPs when he claimed "full due process" was followed during the appointment.

Starmer was left in dark about Mandelson’s vetting by two other top civil servants

Olly Robbins was forced out of his job as permanent secretary of the Foreign Office on Thursday after it was revealed his department granted Mandelson developed vetting clearance against the advice of the relevant agency.

Now the Guardian can reveal that two other top civil servants, including the cabinet secretary, Antonia Romeo, failed to immediately notify him when they discovered that UK Security Vetting (UKSV) had advised that Mandelson should be denied clearance.

The Cabinet Office maintains that there was no undue delay because the civil servants were engaged in a process of “expedited checks” aimed at informing the prime minister as quickly as possible.

Downing Street has said Starmer did not find out about the vetting failure, which occurred in January 2025, until Tuesday this week. However, the Guardian has established that both Romeo, the government’s most senior civil servant, and Catherine Little, the Cabinet Office’s permanent secretary, have been aware since March.

This looks like a concerted effort to keep Starmer "clean" by not telling him the damning bits, so that he can say in public "everything's above board" and then have a fall-back position if the crap becomes known to the world.
