Report from The United States: State Health Reform Flatlines (2008)

http://www.pnhp.org/states_flatline/State%20Health%20Reform%20Flatlines%20IJHS%20-%202008.pdf

of those efforts can be judged a success. The authors briefly review this earlier experience and caution against premature declaration of victory.
