Does California really have a $25 billion deficit?

What happened to all the years of large surplus? This cannot be good for Newsom hopes for the presidency - if there are.

CA Has $37.2 billion in budgetary reserves and 93 percent of the discretionary surplus allocated for one-time projects as of June 2022


The 2022-23 Governor's Budget proposes spending of $286.4 billion in total state funds, consisting of approximately $213.1 billion from the General Fund, $65.3 billion from special funds, and $8 billion from bond funds

So, there was a CA budget deficit in 2010 and they made adjustments. They will do it again.
