California could get its first gasoline pipeline. Would that lower gas prices?

A proposed new corridor could open a vital connection between Midcontinent refineries and growing markets in Arizona and California.

Phillips 66 Pipeline and Kinder Morgan have announced the launch of a binding open season for transportation service on the Western Gateway Pipeline, a newly proposed refined products system.

Distribution cost alone would negate any production savings, wouldn't it? Plus, as I understand it, California gas taxes are one reason for the high prices. But there would be a benefit -- more pollution and the associated waste from refining would stay in the midwest.
