(10,493 posts)Don't feel that way, it can be confusing because this only comes up once every four years, and it can change each time.
Depending on the state, district and candidate they will have their delegates assigned to be elected. In primaries they will win proportionate to the vote in each district. If a district has 10 delegates, and Bernie & Hillary split the vote fairly evenly, they would each capture 5 delegates from their own list. If Hillary wine 60%, she would take 6, bernie 4, vice versa. It's not necessary for them to have a full slate, unless they think that they will take a large percent of the district. They might also really want specific people going up - so a certain number might guarantee, because the top vote getters from each of their delegate pool will be the order they are called up.
In Illinois, we had extra delegates on our ballots. They will serve as alternates, if needed. It's a state by state thing It's all good, and comes out in the wash.

(10,493 posts)I live in a red district. We had 4 coroners on the Republican ballot. None on the Dem ballot. FOUR! I couldn't vote for even one of them, but the one with the most votes will run uncontested in the GE this fall.
Why is that position politicized? I will never understand that. Sigh.

(14,691 posts)There were 12 delegates listed on the right. Bernie's were at the top. He had five.Below them were Clinton's and she had seven The instructions for us in Queens CO. was to vote for any seven. I couldn't see helping her by voting for her delegates so I only voted for Bernie's five. The scanner accepted it.
In the richest, most "exceptional" country in the world,where we are told we're hated for our freedoms, Voting should not be a crazy quilt clusterfuck.
I don't recall ever having to vote for delegates at any time.
