Somewhat stupid question re: CoverOregon

I am starting to input info. (yeah, kinda last minute) to see what kind of a policy we can get. It says "What is the combined annual income of everyone in your household?" Does that refer to income before taxes? I can't seem to find that out and I don't want to wait on hold for an hour. Thank you.
