Any PA resident paying federal taxes on Social Security Benefits alone?

A 65 yo unemployed friend seeking to apply for Social Security Benefits was told by an SS employee that she would have to pay federal taxes on her benefits.

2. They take FICA out before any other taxes therefore you must pay the federal taxes at the end of the year.

5. I knew i was wrong. Should not have answered at all. But we pay taxes on SS. Every year.
