Ballard Mill Marina owner embarks on terminal project

Wing Point Partners, the owner of the 16-acre Ballard Mill Marina property, is moving ahead with plans to transform the last of the site's former lumber drying kilns into a passenger terminal for charter boat operators.

The project, which is expected to begin in early 2027, marks the first redevelopment activity since the boutique investment and development company bought the property for $9.55 million last summer. The redevelopment cost is estimated at $11.8 million, according to construction permits.

Wing Point CEO Ned Carner told the Business Journal this month that the terminal is a way to unlock latent demand for passenger pickup service on Lake Union. A passenger terminal is an allowed use in the area's zoning, but no facility has been built for it.

"I think Seattle, and Ballard specifically, could use more connections to the water," Carner said. "It's congruent with the industrial uses (at the Ballard waterfront) — it helps create more jobs, brings traffic to the Ballard businesses. So, it's a pretty unique opportunity."
