This old timer is back again. Can you help?

2 issues:
1) I use 2 email addresses. One is private. No problem there but I also use a Hotmail(outlook) account for other "stuff"..
Herein lies the problem.
On my Inbox, the "inbox" entries scroll up before I have a chance to read them. Cannot seem to correct this, they are just gone. The 'Junk " is fine. I have Googled for a solution, nothing seems to address this

2)On the same account, I have an accumulation of deleted items(now up to 2363 items), I cannot delete them permanently. Checked 'Help" Googled, no help. I don't seen to have any way to get rid of them.
Any ideas? There seems to be no option to delete from the deleted items on this page.
I'm running an old Windows 10 computer and am trying to delete and simplify stuff because I have no money for a new computer.
Any thoughts about buying the $30 update for a year while I look for a used computer that will accept Win 11? My computer contact told me he has a long list of people looking for a good used one and I'm way down the list.
I'm a computer idiot so I would love a simple answer if you experts can help.

Before you have a chance to read - my immediate reaction is a stuck key on your computer. A bit of fluff or something stuck down between the keys.

Then again if this uncontrolled scrolling is not happening on other sites - maybe not. Another thing you can check is in your browser options/preferences look (or search) for Autoscrolling and turn it off.

Can't help with the other Hotmail stuff - never used it.

Before you do anything, make sure yu move what you do not want to delete to another folder or simple copy all the emails to a CD.

Open your Junk Email folder.

Click on the Select icon to the right of the Delete Items. This will highlight all the emails.

Click on Empty folder.

A window will open saying:
Delete
Do you want to permanently delete the selected files?

Click OK.

Your junk email folder should now be empty.
