Best way to learn how is just to do a google search for "How to create a line drawing from a photo". Then you'll like find links to a YouTube instruction, or Reddit instructions. .

Inkscape (FOSS) may do the job. In any event, it must be worlds better than Gimp for drawing.

Autotrace and its GUI front end frontline are also open source. I suspect that they are behind any Gimp plugin.

Probably old and troublesome. Try Inkscape first.

... but my process varies a lot depending on the photograph and what kind of "drawing" I want to create. It's not at all straightforward. The last step is turning it into vector graphic.

Sigh.

If my wife or our artist kid want to create a drawing from a photograph they simply pick up a pencil or pen and draw.
