How police agencies are using their secret databases and intelligence collection is simple: "We know better than the courts who the bad people are and we will be judge, jury and executioner".

It is actually worse in Ontario to not be charged or convicted of a crime (but the undercover apparatus opening a dossier on you) than it is to be charged, convicted and sentenced for a crime. This amounts to perpetual life-time interference in one's pursuit of happiness.
