The "father of lies" bible verse is John 8:44, where Jesus says to his opponents, "He was a murderer from the beginning and does not stand in the truth, because there is no truth in him. When he lies, he speaks out of his own character, for he is a liar and the father of lies". This verse refers to the devil and his nature of lying, which is his inherent character.

John 8:44: Jesus says to those who disbelieve him, "When he lies, he speaks out of his own character, for he is a liar and the father of lies".

The Devil's character: The verse explains that the devil has no truth in him and was "a murderer from the beginning". When he tells a lie, it is consistent with his true nature.
