Does the divine do miracles?

If so, do you have any thoughts on why miracles happen in some instances and not others?

I believe these things happened during the old and new testament periods.

In his Father Brown mystery story, "The Miracle of Moon Crescent":

‘Yes,’ answered Father Brown, ‘I believe in miracles. I believe in man-eating tigers, but I don’t see them running about everywhere.’

"You're judging this shit the wrong way. I mean, it could be that God stopped the bullets, or He changed Coke to Pepsi, He found my fucking car keys. You don't judge shit like this based on merit. Now, whether or not what we experienced was an "according to Hoyle" miracle is insignificant. What is significant is that I felt the touch of God. God got involved."

But I do believe in the more astounding miracles reported in the Bible - we don't know every detail of how they happened, but I believe they happened.

When, how, where and why those miracles are done is beyond my ken.
I simply observe.
