Meaning as to "86" someone or something.....

The phrase “86” has a fascinating history that reflects its widespread use in American culture. It is commonly understood as a way to indicate that someone or something is no longer welcome. While the term is often associated with the hospitality industry, its usage has extended far beyond restaurants and bars.

There are many theories about how the term originated. One popular theory suggests that it comes from a specific menu item number used in a New York City restaurant. When that dish was out of stock, staff would say it was “86ed,” meaning it was no longer available. Another theory links it to police codes, where 86 was used to mean that someone should be removed from a location.

In Mafia circles it likely means to off someone.

Todd Blanche and Donnie The Dotard,... your Mafia connections are showing. YouZ guyz are using the US Justice Department to settle personal outstanding obligations you feel are owed to you by your perceived political enemies. The USDOJ is to be a tool to seek justice,... not a weapon to seek revenge against folks who have fallen off your buddy list and may have inadvertently offended you.

Why do you incessantly pervert our system of justice ? Using the power and authority of your office to make a mockery of and bring jeopardy to the foundations of justice.
