The Trump Administration, to avoid Congressional oversight, has diverted $60 billion in Navy money to build what one report calls, a "nationwide ghost network of concentration camps."

As, in this case, he diverts huge sums of money to support his personal wishes - as in this case, Congress allocated this sum to support the U.S. Navy. And we sure can't depend on the equally corrupt Hegseth to stand in his way.
