These self-governing units are just like massive data centers in that they require big-money investments from a small group PLUS they have to get permits and zoning variances from the local communities where they try to buy-in.

You stop them by making sure the permits are controlled by a state organization that cannot be bought or bribed. Don't allow permits to be given out to these groups, and they're out of business. They'll move on to some area that isn't so difficult and everyone looks the other way.

Once they're in and they've bought the property, and they have the permits, they'll never leave until they own the entire state.
