Hoover was paralyzed by his own bad ideology, another rich guy who was absolutely blind to anyone outside his class. He got handed a shit sandwich and he had no idea how to get rid of the shhit in it in favor of something better.

King Bloat is the one who put all the shit into everybody's sandwich. He's in a completely different class of ideologically driven rich guy who hates the country that made him rich.
