Not that we'll ever be told what happened (somebody's nitwit relative is likely involved), I can think of several possibilities

1/ Aw, it aint hardly raining.
2. It can't happen here.
3. We don't want to cause a panic, let's see how it goes

5. Sake the governor up, see what he says (fat chance)
