It's a nice encapsulation of human behavior. We are highly reactive creatures but not so good with proactivity, even when we have every warning.
It's also an illustration of why we are in for a world of hurt regarding environmental disaster and climate change. We're always looking for the path of least resistance.

I believe all states have two senators. It does have one rep as do other small states.
