They can pass any spending bill they want if they just threaten a shutdown.
No need to compromise or negotiate, they can put whatever they want in the bill and the Democrats will help pass it.
So in six months, when this CR ends, expect draconian cuts in all social programs. Maybe defunding the EPA, OSHA, the CDC and NIH, and definitely they are going after Medicare and Soc Sec. And whatever power they haven't given Trump, he gets next time. But as long as there is no shutdown, we are all good.
