Upraised fist together with fake super serious facial expression mean he's trying to convey the message that he's a big strong leader, here to save the day. And failing miserably!

Seriously, after years of ~~observing him~~ being forced to observe him, I've noticed that he has a certain set of interchangeable gestures and facial expressions that he uses like masks and props to send whatever message he wants to send at any particular moment. He relies on these things because he is not capable of any normal human emotions other than anger, hate, and greed, and because his entire life is an act choreographed to convince others AND himself that he really is the Big Fucking Deal he wishes he was.

Unfortunately for him, he is losing his ability to maintain the BFD act convincingly. In this photo, he just looks like a doddering old man holding up his fist for no particular reason.
