I think the map is supposed to represent the states that VP Harris won in 2024.

Almost half of them are taker states, but the net is still around $247B in donor funds across all 21 states/DC, which in turn is a bit over 5% of total federal receipts from the states.

Per capita, California is the lowest donor state (~$2k) and Delaware is the highest (~$11k).
