3. THey can't test samples of the food to extend the expiration date?

I used to work in medical supply in the AF and when we had enough of a drug of the same lot number that was close to expiring we could send it out for testing to see if the expiration date could be extended. If it was extended, the AF would send out a message or put it in the AF Medical Materiel Newsletter stating the drug, it's stock number, and lot number was extended so every base could remark their their stock if they had it. We saved a lot of money doing that. Why couldn't USAID do the same with samples of that food?
