He has no capacity for caring about the well being of others.

Any money being spent on others is therefore wasted, an opportunity to cash in for something that benefits him.

Since he is a criminal, he has to eliminate laws and agencies that stop criminality. These are the people he identifies with. Most of all, these laws and agencies might come after him.

Evil unhinged governments will attract evil unhinged people. There are a few Republicans who actually agree with Trump and have an opportunity for power never dreamed of before. However, most of them have found themselves in a deal with the devil and are just afraid to stand up to him. Their safety (money, prestige, power) more important than what even they think is right.
