41. I think it has to do with Trump's desire to control everything, and his decisions

about how to control everything are made on a whim without considering consequences or whether it's even possible. If a decision causes harm, so what? He showed us he's in charge. There's very little policy involved, just shows of power coupled with a whole lot of incompetence. Also, although the GOP itself is under his thumb, the party has two different factions - there are the Christofascists who care about bathrooms and abortion and trans people and white supremacy, and there are the libertarian techbros who care about deregulating government and making a lot of money. Sometimes one faction influences him and sometimes it's the other one; usually it's whoever talked to him most recently. There's very little consistency in Trump's underlying philosophy - he really hasn't any. He isn't even a real conservative. So he does whatever he thinks furthers his personal concerns, makes him feel powerful (and inflicting cruelty for no apparent reason is an excellent way to feel powerful) ,and that he got talked into by one or the other of the factions, neither of which has the interests of the people in mind.
