7. I think people still underestimate him

This is his attempt to gaslight his underlings into helping him bury the report or alter it somehow.

I do not put anything past them, someone at the DOJ will alter the report and it will be a scandal because people will know it was altered, but that scandal will be less than what was in it before it was changed.

And we all knew his name was in the report, that's not even news, this is about him likely being implicated in sexual assaults of minors, that's why he's worried.
