3. What are some steps Pritzker and Johnson could take to thwart Trump's plan?

Trump's threat could constitute an emergency. So if Pritzker mobilizes all of Illinois' National Guard, would that preempt Trump from at least using their own NG, since they are already deployed? (I know red states could still send theirs.)

Would a face-off of blue NG vs. red NG inch us closer to a hot civil war?
